Permits and Licenses Acknowledgements

The office of the Borough Clerk is responsible for providing an array of services to the citizens, the business community, the governing body and Borough employees, and handles particular duties in relation to the operations of our municipality.

Our office handles certain personnel matters, maintains required records for the Borough, serve as secretary to the municipal governing body and municipal corporation, maintains all Borough ordinances, issues various permits and handles all elections (school, primary, general and special).

As the central office of information, numerous inquiries of all types are handled - directing citizens to the proper office or person, providing copies of documents, maps, ordinances, applications, forms, applications, voter registrations, historical information, garbage/recycling/paper/grass/heavy trash schedules, etc.

All elections duties are handled through our office. You may obtain voter registration forms, absentee ballot applications, letters of certification of voter registration for identification purposes and any information regarding elections within the Borough. There are elections in April for School Board, June for Primary, November for the General Election and any special election that might be called.


PERMITS AND LICENSES

The Borough Clerk's office issues a variety of permits and licenses. They are listed below with a brief description of requirements and fees. Additional information and regulations for each type of license is available at the office.

Amusement games - a license is required to operate amusement games in permitted establishments. Fee is $200 per machine per year for first machine and $25 for each additional machine (3 max).

Bingo License - available to qualified organizations licensed by Legalized Games of Chance. License needed for each occasion.

Dumpster - if you need to place a dumpster on the street, a permit is required at the cost of $25.00 for 15 days. If being placed in meter spaces - $5.00 per day, per meter.

Garage Sales - you are allowed to hold three garage sales per calendar year and must phone in to register sale with this office. A garage sale is defined as the selling of used household items. There is no fee for this.

Going out of Business Sale - permit required to conduct sale. Fee is $5.00 for 30 days and may be renewed once for an additional 30 days.

Limousines - Certificate to obtain "o" license from Motor Vehicle available only to business based in Rutherford. Fee is $25 and insurance policy and proof of ownership required. (Certificate of Occupancy)

Film Permits – required to film within the Borough. Call Clerk's Office.

Liquor Licenses - renewed yearly - 4 club licenses and 10 store licenses. Application process in compliance with Alcoholic Beverage Control Commission requirements.

Mobile Storage Unit (PODS) - Maintenance of container must meet requirements of Ord. #3126-06. Storage units must be legally parked in compliance with NJ Motor Vehicle laws. Any questions may be directed to the Rutherford Police Department. Fee: $25.00 - IF BEING PLACED IN METER SPACES - $5.00 per day - per meter

Parking Lot Permits - available for Erie Avenue - $50. per month for residents and $100. per month for non-residents, Kip Garage - $50 per month, Ettrick Terrace Lot - $50 per month and Rutherford Avenue Lot - $50 per year. Availability dependent on space.

Parking Meters - may be reserved for purpose of construction job or moving van in business districts. Meters are $5 per day per meter.

Public Pay Phones - licensed through this office in accordance with regulations in ordinance.

Public Records Request Form - A request for a copy of Public Records should be submitted on this form which bas been adopted by the Municipal Clerk as the Custodian of Records. Some records will be immediately available during normal business hours. Some records will require time to compile and to make the copies requested, but will normally be available during normal business hours and within seven (7) business days. If any document or copy which has been requested is not a public record or cannot be provided within the seven (7) business day, you will be provided with a response with that information within the seven (7) business days. Some records requested have specific fees or other response time established by statute. There-is no fee involved in simply inspecting a document during normal business hours. This request may be filed in person, by mail, or by facsimile.

Raffle Licenses - available to qualified organizations licensed by Legalized Games of Chance. License needed for each occasion. Fees dependent on value of prize.

Solicit for Charitable Purposes - permit required for charitable organizations to fund raise in town. Application with required documentation must be provided with $10 fee.

Street Openings - permit required to cut into any roadway. Application with insurance documents required. Print & bring complete form to Borough Clerk's office. $100 new opening $45 – repair. Certificate of Insurance required

Taxi Cab License - required for every taxi cab. Application, insurance policy and proof of ownership required with $100 fee per year.

Taxi Driver License - required for taxi cab drivers. Application - $10, fingerprinting requirements - $55.00

Towing License - operators must be licensed by Borough for a one year license in accordance with regulations of ordinance. Fee is $750 per year.

Peg has worked expertly in organizing our information into a user-friendly format that we are proud to present. Also through the technical expertise of her daughter Dineen Bornemann, we were able to input this data into the world wide web. She generously donated her services to the Borough and we are truly grateful for her technical expertise and creative flair.

Included on the technical end of this operation are Mark Harrison, Mary Melfa and Mike Vespoli who have worked with our computer salespeople to coordinate the connection to each department. Much appreciation to all these people who through cooperative efforts have given the Borough this website.
