Mayor's Letter



September 19, 2005

Dear Residents:

At a special meeting on September 6, 2005 the Mayor and Council of the Borough of Rutherford adopted its annual municipal budget. The delay in adoption was for a good reason. When originally introduced in March, the municipal budget represented a 14% increase for residents. Upon adoption that increase was reduced to 2.89%. This represents an increase of $58 for the average homeowner. A number of factors came in to play in the reduction of the tax increase as adopted.

As we have consistently done over the last six years, an aggressive approach was taken in securing grants and aid for the Borough. This year $762,914.00 was secured. That represents a substantial savings to our residents where their tax bill is concerned while allowing us to continue to provide the services they need and deserve. It is especially so considering the rising cost of insurance, up by $344,768.00, and unfortunately fuel costs as well by $18,000.00. In addition our successful efforts in maximizing the benefits and lessening the impact of the Encap development resulted in a $2.25 million contribution in this year alone. Our agreement with Encap will provide much-needed tax relief for our residents both now and in the future (see Frequently Asked Question About Encap).

The Finance Committee, led by Councilwoman Maura Keyes, has been instrumental in providing a budget that alleviates the tax burden on our residents to every extent possible. Councilwoman Keyes worked closely with our CFO Ed Cortright and Administrator Timothy Stafford in reviewing expenditures and highlighting areas for cost savings. The efforts and cooperation of our governing body members and department heads cannot go unnoticed as we continue to endeavour to provide the best and most cost effective services to our residents.
