In October 1996 the Rutherford Business Improvement District was created by the Mayor and Council for "the long term economic and social well being of the central business district of the Borough"(Ordinance # 2776-96).
The Rutherford Downtown Partnership, a non-profit corporation, is the entity that provides the coordinated management and other services to the District. The RDP trustees are represented by 5 commercial property owners, 5 business owners, 3 appointed residents, 1 Borough Council liaison, and the Rutherford Chamber of Commerce President. The Partnership encourages self-help and self-financing programs within the business community to enhance the commercial viability and attractiveness of the business area as well as promote economic growth and employment within the Borough.
The Rutherford Downtown Partnership's Streetscape Committee has established design guidelines that will create a cohesive Victorian "turn of the century" image to the business district by guiding all physical improvements.
All facade improvements have to go before the Streetscape Committee prior to Borough's Building Department issuing a permit.
The Park Avenue Streetscape Improvements which include period lights, scored sidewalks with brick pavers and new trees are all direct results of the Streetscape Committee's efforts.
